If this is the case then most likely you will not be able to port your number because your service in most cases need to be active.The new cell provider will need to make correspondence with your CURRENT provider to port.If your contract is up and service suspended it is like you are not their customer so they most likely wont give the new provider the info to port.You can still try your luck.It wont hurt to try.
